User Summary:
Carmen Sandiego is the leader of a spy/thief gang who are pilfering the world of some of its greatest treasures. The player is a detective who must track down and arrest the villains and ultimately Carmen herself.
The game is played as a series of theft/arrests. The theft of a treasure is announced. When the player travels to that location they will receive certain geographical clues to help identify where the thief has fled to next, as well as an occasional clue as to the suspect rather like the boardgame "Guess Who". The player must travel to the correct geographical location and gather clues to the next place and so on until eventually catching up with the villain. If the player has correctly identified the thief they will have been issued with a warrant and the villain is arrested. Otherwise they escape.
